Dubai
Dubai has the most active enforcement regime in the UAE. DM food safety inspectors carry out routine and unannounced inspections, and the penalty schedule is the most comprehensive — fines from AED 2,000 for an expired certificate up to AED 50,000 for FOG discharge violations. All cleaning must be performed by a DM-licensed contractor who issues a DM-accepted compliance certificate on the day of service.

What If I Have Locations in a Free Zone?
Free zones (JAFZA, DIFC, DAFZA, Khalifa Industrial Zone, etc.) typically require compliance with both the free zone authority’s regulations and the host emirate’s municipality requirements. In practice this means the same licensed contractor and the same DM-accepted certificate format.
